The line exists either way. Better to know it.
Every organisation that adopts AI systems draws, in effect, a line between what a person decides and what a machine decides. Almost none draws it explicitly: the line emerges from local choices, habits, vendors' default settings.
The index exists to make that line visible: where firms place it, with what safeguards, with what outcomes. Not to rule on where it ought to be — that is a decision for each board — but to give decision-makers a grounded point of comparison.

Direct observation, not surface surveys.
The index combines in-depth interviews at senior level, analysis of the internal policies made available and verifiable public data. Participating organisations remain anonymous; the classification criteria are declared in every edition.
The programme is joined to the institute's advisory work: the questions come from boardrooms, and the answers return to them.
